In supporting children's development, countries invest in the future successes of economies and societies. Awareness of the critical role early childhood education and care (ECEC) plays in setting a strong foundation for children's learning, development and well-being has grown among policy makers worldwide. The OECD Quality beyond Regulations policy review provides countries with an overview of the different dimensions of quality in ECEC. It also highlights policies that can enhance process quality in particular. From this review, emerged the present report, taking an in-depth look at Luxembourg's ECEC system. It outlines the system's main strengths and challenges, focusing on workforce development and quality assurance through the monitoring system. The report provides tailored policy recommendations to improve provision in line with national goals.

In Luxembourg, regional officers monitor ECEC and early education settings for family day care and day care centres, while national inspectors, under the responsibility of the Ministry, monitor early education programmes and preschool education. Inspections and self-assessments are used in Luxembourg to monitor service and staff quality. Inspections of service quality focus on a broad range of areas, including: structural aspects; health, hygiene and safety standards; materials in use; planning and time management; and curriculum implementation. In formal ECEC settings (early childhood education programmes and preschool for 3-6 year-olds as part of the public system), commonly used tools during inspections include observations, interviews, and analysis of internal documentation. Some settings also use the results of self-evaluations. Since the passing of a new law (2016) on the monitoring of non-formal ECEC provisions, these tools are also used during inspections by regional officers in non-formal settings (ECEC for children birth to start of compulsory school).
