Croatia is taking decisive action to modernise its education and skills system, aiming to raise quality, expand access, and better align learning with labour market needs. This push for change comes at a critical time, as rapid demographic shifts have led to a growing number of small schools and a surplus of school teachers, putting pressure on education funding. Gaps in early childhood education and post-school learning limit opportunities for many learners, while a lack of data on student transitions makes it harder to track their pathways through and beyond education, and improve outcomes. Ensuring that education prepares young people and adults with the skills for the evolving demands of the labour market will be essential to support Croatia's aspirations of becoming a more innovative and competitive economy. This report assesses Croatia's policies and practices against those of OECD and reference countries in Central and Eastern Europe, covering the full learning cycle – from early childhood education and care to lifelong learning. It identifies key strengths and challenges and explores how Croatia can use OECD evidence and international experience to sustain reforms, direct resources where they are most needed, and strengthen data to support policy decisions. The report will be of interest in Croatia and other countries seeking to build a more equitable, efficient, and responsive education system to support economic and social progress.

The Survey of Adult Skills offers unique insights on adults’ proficiency in literacy, numeracy, and problem solving. These skills are crucial for both personal and societal success, and form the foundation for continuous learning and innovation. In 2022-23, the survey assessed adults aged 16-65 in 31 countries and economies. By comparing results over time and with those of other participating countries and economies, participants can track the skill levels of its adult population, pinpoint barriers to skill development and use, and craft effective policies to address these challenges.

+Advancing Digital Maturity in Croatia's Higher Education System
The Croatian government views digitalisation as a way to improve access to higher education and increase its attractiveness. To this end, it is investing in modernising digital infrastructure and building capacity to effectively integrate digital technologies into the higher education sector. This report provides an account of the activities and findings of a project on assessing and improving digital maturity in Croatian higher education institutions, which was carried out by the OECD and funded by the European Union. The objective of the project was to provide support and advice to Croatian authorities as they develop their policy approach to higher education digitalisation. This report details the activities and outcomes of the project. It reviews international best practices related to enhancing the quality of digital higher education. It also provides technical guidance to public authorities on prioritising investments in various forms of digital infrastructure. Finally, it offers guidance to Croatian higher education institutions to support their strategic development process and their investment strategies with regard to digitalisation.

+Education in Eastern Europe and Central Asia: Findings from PISA
Countries in Eastern Europe and Central Asia have clear aspirations to strengthen civic participation and increase prosperity for all. A highly skilled and knowledgeable population is critical to achieving these goals, which makes creating and maintaining high quality and equitable education systems a vital part of regional development efforts. Results from the Programme for International Student Assessment (PISA) show that learning outcomes in the region have generally improved, but that the improvement has not been equitable. While countries in the region are producing some of the top performing students in the world, many other students are being left behind.
This report, jointly developed by OECD and UNICEF, analyses PISA data in detail to identify the strengths, challenges and unique features of education systems in Eastern Europe and Central Asia. Drawing upon a rich knowledge base of education policy and practice in the region, it makes recommendations about how systems in the region can provide an excellent education for all students. This report will be of interest to regional policy-makers as well as individuals who wish to learn more about education in Eastern Europe and Central Asia (Azerbaijan, Belarus, Bulgaria, Croatia, Georgia, Kazakhstan, Moldova, Romania, Türkiye and Ukraine).

+OECD Reviews of Tertiary Education: Croatia
This Country Note on Croatia forms part of the OECD Thematic Review of Tertiary Education. This is a collaborative project to assist the design and implementation of tertiary education policies which contribute to the realisation of social and economic objectives of countries. The principal objective of the review is to assist countries to understand how the organisation, management and delivery of tertiary education can help them to achieve their economic and social objectives. The focus of the review is upon tertiary education policies and systems, rather than upon the detailed management and operation of institutions, although clearly the effectiveness of the latter is influenced by the former.

+Reviews of National Policies for Education: South Eastern Europe 2003 [Volume 1: Albania, Bosnia-Herzegovina, Bulgaria, Croatia, Kosovo]
Educational work is a key element for both human capital formation and the promotion of peace and democratic values. It has therefore been identified as one of the priorities of the Stability Pact. The OECD was asked to be Co-ordinator for "General Education Policy and System Change" within the Education and Youth Task Force, and to carry out "Thematic Reviews of Education Policy" in the countries of the region. The main outcome of this project is a series of reports which provide both country overviews and a regional overview. These reports offer an analysis of the education system and address issues and barriers to reform and recommendations. The recommendations are designed to be of use for national policy-makers and to assist Stability Pact partner countries and institutions target regional assistance in order to achieve the goal of supporting South Eastern Europe towards European integration. These reports are part of the OECD's ongoing co-operation with non-member economies around the world.
